Issue #3593604: drop the Notification convention roadmap item

The convention is not pdv-specific and is already how pdv works (domain events plus the optional, overridable pdv_mail default), so remove the planned-item section from the roadmap. Clears the stray 'Symfony Mailer underneath' phrasing too; the pdv-specific ECA example path is tracked separately.
