Document and translate task reassignment and delegation

Follow-up to the task reassignment / delegation feature (merged in MR !66), which shipped with neither documentation nor French translations.

Documentation

docs/human-tasks.md gains a Reassignment and delegation section under the inbox:

  • Reassign — a reassign orchestra tasks manager hands any task to another user; a task's current assignee may delegate their own. Terminal tasks are immutable; the change is logged to the orchestra channel as an audit trail.
  • Return to pool — offered only for a claimed task that had a pool of more than one candidate; clears the assignee and reopens it (shares the release the claim timeout uses).

French

Adds the reassignment strings to modules/orchestra_user_task/translations/fr.po: the permission title + description, the Reassign / Return to pool actions, the reassign-form labels, the route title, and the status messages. Reuses the catalog's established terms (assignee = "responsable", "vivier" for the candidate pool).

Docs-and-translation only — no code or test changes. cspell clean (HMAC is pre-existing and already dictionaried).
