Correct the French catalog and stop printing half a Drush command in English

Nine findings from a read of translations/fr.po against the strings it carries.

The one an operator sees. untranslated.txt drew its line at "inside a logger call", but on a DrushCommands subclass $this->logger() is the console logger. Ten Drush sentences sat there untranslated beside their own output()->writeln() neighbors in the same methods, which were translated, so one purge run printed its preview in French and its result in English. All ten now have French, and the block's rule is reworded to the test that actually separates the two: who reads it, not which call it sits in.

Wrong words. The state-label token description listed four states the token never emits. "terminal instance" was rendered with this catalog's word for Completed alone, so the purge preview read as excluding canceled and failed runs. The person who filed a run was "initialisee" (initialized) where the schema label already said "deposee". "completed" appeared once as the anglicism "complete".

One word per concept where there were two or three: jointure, e-mail, one rendering of dead-lettered, Facultatif.

French that was not French: a detached participle agreeing with nothing in two help texts, and "vide" made the subject of a verb in six entries, copying an English ellipsis French does not have. Plus the two cross-references to the assignee field, which named it two ways, neither its own label.

Verified with scripts/check-translations.php: every string translated in the catalog of the project that ships it, allowed-untranslated down from 118 to 108.
