Refresh the README: the quorum it describes is a join plugin now, and versioning, retention and four plugin types are missing

Refreshes README.md against the module.

  • The routing bullet named a hand-assembled quorum; it now names the joins that ship (ThresholdJoin, QuorumJoin, TimeoutJoin, MatchingJoin).
  • The plugin bullet gains NodeFeature, VariableProvider, DeadlineProvider and TimeoutAction.
  • Six feature bullets added, each worded from its handbook chapter: content and automation, versioning, timeouts and resilience, payment, operations and audit, retention.
  • The orchestra_domain row now covers the per-domain notification and inbox links.

No code change.
