Issue #3611973: Webform escape outcomes are missing their config schema

Follow-up to #3611961: adds outcomes (string) and outcome_labels (sequence of label) to the orchestra.interaction.webform config schema so a workflow configuring escape outcomes passes strict config-schema validation. Mirrors the kessai_payment schema. Verified: the yoyaku_booking example config now validates (SCHEMA VALID).
