Draft: Drush 13 compatibility

Attempt to make the Orange Dam module work with Drush 13, while maintaining backwards compatibility with Drush 11 (as long as we have php 8+)

Need to understand better how using drush.services.yml AND autowire or container-based DI will interact and perhaps we should only target backwards compatibility to Drush 12.
