Do not re-queue failures to delete

K Widholm requested to merge issue/orange_dam-3422764:3422764-dont-re-queue-failed into 1.x

Allow the pre-delete event to synchronize incoming and deleted items. Also allow for the fact that many if not most deletion events are being triggered for items that were never even intended to be migrated.

Also, let's tighten up the logging in some places.
