Operations UI module.

Jon Pugh requested to merge feature/operations_ui into 1.x

Renaming "Operations.module" to "operations_ui.module".

Now that the monorepo is in "drupal/operations", we don't want to confuse things by having a drupal/operations module.

This MR renames operations module to operations_ui.
