Draft: Issue #3528903: Migrate spans (import, row events)

A prototype to share and see how this looks when traced.

While this works, I think it introduces a dependency on Migrate (which is not something we want to do in OpenTelemetry). Are all event subscribers loaded, or only those which are enabled in the module configuration?

A similar event listener in a custom module works well too.
