Set connect and request timeouts on the Datadog curl handle.

send() built its curl handle with no CURLOPT_TIMEOUT or CURLOPT_CONNECTTIMEOUT, so curl waited indefinitely for a stalled Datadog intake connection. Any process logging through the handler blocked with it. Set a 5s connect timeout and a 10s request timeout; the existing retry loop already treats CURLE_OPERATION_TIMEOUTED as retriable.
