fix: #3627660 by andres-alvarez: Sort All tab rows alphabetically by module name

The server-side tabs rewrite flattens the modules form package by package into a single table, so the All tab listed modules grouped by package instead of alphabetically. The previous JS implementation sorted the unified table by module label, and that step was dropped. Sort the flattened rows once in preprocess; package tabs only filter the same rows, so they keep a consistent order.
