Bulk alt text and title combined with D11 compatibility

I needed to have the option from #3023825 to set alt and title for each uploaded item. But I needed it in a D11 project. So I also needed the D11 compatibility from #3431856.

But I was unable to create an MR that would apply after applying D11 compatibility from #3431856. So this MR contains both D11 compatibility from #3431856 as well as all the code for bulk alt titles from #3023825

Closed it because I seem to have messed it up. applied necessary changes in the MR20 from #3023825 but it does not seem to apply at all. We really need a working D11 branch and start from there instead of trying to combine both D11 compatibility with bulk alt title options
