Missing default configuration

Adding a default configuration will allow the core Recipes feature to use the simpleConfigUpdate action. Proposed resolution

Add default configuration at config/install/mcp.settings.yml

This enables compatibility with Drupal's Recipes feature by providing the required default configuration structure.
