feat: #3586997 Allow the access token to be pulled from settings

  • 3586997: Prevented the MastodonApi from crashing if the access key was null. The package in use does not like null values being passed to the setAccessToken() method.
  • 3586997: Set the instance address to be required in the MastodonApiInstanceForm.
  • 3586997: Added description for the mastodon API instance permission.
  • 3586997: Updated readme file with detail on usage, especially around the settings/state auth key storage.
