Issue #3181793 by brendanthinkshout: Pre-selected interest groups not merged with signup forms

Issue #3181793: Adds an "Advanced" fieldset to config and provides an option to make returning users to a subscription form always add new selected interests to their subscriptions, rather than unsetting ones that are empty.
