Draft: Resolve #3563416 "Allowing configuring how"

I think this depends on: https://www.drupal.org/project/localgov_base/issues/3562245. This MR sets the default number per row to 4 (which is what we want) but we'll need an update hook to reset it back to 3 for existing sites (or very prominent release notes).
