[#3573834] Add option to validate bundle restrictions

Resolves #3573834

Adds a Validate bundle restrictions option to the bundle filter group in the matcher config. This enables form validation on linkit fields so that manually entered relative links cannot point to bundles that have been filtered out in the linkit config.
