Make the LB+ tray sticky

Francesco Pesenti requested to merge lb_plus_tray_sticky into 1.0.x
  • Makes the tray closing on drop configurable
  • Adds a layout entity operation

@plach it's not possible to scroll to the added element on drop because the element is not yet rendered when LB+ acts.
