Issue #3305765 by pyrello, RedwanJamous: Add module specific permission to restrict configuration page

Updated the core_version_requirement to match the fact that the core once library was introduced in 9.2.

Added logic to respect layout builder restrictions, if enabled. A little bit of code cleanup as well.

Went in a different direction when I realized that the event happens before the administrative buttons are added.

Updated the logic to determine the delta manually, based on the number of 'layout-builder__section' children there are.

Added composer.json file so the module can be added to composer projects. Updated the module description in the .info.yml file.

Moved direct add button logic into a pre-render function to avoid having to override the LB class. Removed the unused class. Other code clean-up.
