Issue #3629707: Reposition dialogs when their size changes instead of polling every 500ms

  • Use a ResizeObserver instead of polling.
  • Cap with maxHeight, so core can still resize the dialog.
  • Remove dead code: setting a size option already re-centers.
  • Do not throw for dialogs without an id.
  • Make modal-height.cy.js fail without the fix.
