Issue #3317406: Use data attribute rather than id to attach layout controls.

Addresses the issue that if a paragraph ID is unset or overridden in Twig, Layout Paragraphs controls do not get attached in the builder.

This fork uses the patch created by ckng and adds some coding style and spelling fixes. It also incorporates changes from #3265974 in order to facilitate the code merge.
