Issue 3210017, Add firefox specific css rule for summary carets

Make summary carets appear on Firefox for users to easily tell which items are collapsible.

A firefox specific CSS rule was added to the /scss/elements.scss file and then the change was compiled into the css/elements.css by running the node-sass script.
