Issue #3616828: Add a manual QA fixture script for the component test page

Adds scripts/build-component-test-page.php, an idempotent drush script that builds a component test page (all six standalone LBK components) and a separate small book fixture for Book Navigation (which only renders when the current page is itself part of a book). Also documents it in a new Manual testing section in the README.
