[#3261708] Add more permissions for managing auth key access.

Added 3 new permissions:

• Manage any authentication keys
• View own authentication keys
• Manage own authentication keys

and updated access check for the "Key authentication" tab on the user profile buttons generate and delete in the "Key authentication" tab
