Resolve #3558511 "Update readme.md and composer.json files"

Hello! I have addressed the tasks in the issue summary with this merge request.

This MR includes the following changes:

• Updated the README.md file to replace attribution from ESINERGIA to OPTASY INC.. Note: I only updated the visible text and did not change the corresponding URL link as I was unsure of the correct new destination.
• Updated the composer.json file to remove the explicit PHP requirement and update the Drupal core requirement to ^10.3 || ^11.
