Issue #3204759: Admin interface for generating WebP image derivatives and setup WebP image quality.

7.x-1.x branch rebased by the current, existing 7.x-1.x branch, then commits were cherry-picked and minor fixes have been added. Hopefully, this will help to close #3204759 issue.
