Sets the recipe version to 1.0.4 and moves every cross-dependency off 1.0.x-dev.

  • drupal/vartheme_bs5_horizonaid and every drupal/varbase_* recipe: ~1.0.0.

Ships #3625359 (WCAG 2.2 AA) and #3625354 (varbase-e2e 2.0.6).
