Back to DEV after 1.0.0-rc1 was tagged and released.

  • composer.json version -> 1.0.x-dev.
  • The sixteen drupal/varbase_*_base cross-dependencies and drupal/vartheme_bs5_horizonaid -> 1.0.x-dev.

The ~1.0.0 constraints belong on the release tag, where they pin what a user installs. The dev branch tracks its sibling dev branches, so work in progress across the Varbase recipes and the Horizon Aid theme is picked up here.
