Problem / Motivation

composer.json requires drupal/varbase_api_base, but the recipes: list in recipe.yml never includes it. The recipe is therefore never applied, so nothing it would configure is ever installed, while its whole dependency tree is still pulled into every Horizon Aid install.

Verified on a fresh 1.0.x-dev install on a Varbase base: not one of the eleven modules the recipe would install is enabled, although the packages are present in the codebase. All eleven report "not enabled":

jsonapi, openapi, openapi_jsonapi, openapi_rest, openapi_ui_redoc, openapi_ui_swagger, simple_oauth, restui, jsonapi_extras, jsonapi_defaults, consumers.

What the unused requirement drags into every install:

recipe.yml is deliberately not touched: it never references varbase_api_base, which is the whole point of the issue.

It covers varbase_api_base only. varbase_ai_base, varbase_auth_base and varbase_i18n_base show the same pattern (required but not in recipes:) but are deliberately out of scope here, so each change stays reviewable on its own.
