Issue #3620824: updb raises an error when upgrading from 3.3.5 to dev-3.3.x or to 4.0@alpha

Closes #3620824

Group 2.x and 3.x installations never recorded five Group 1 post-updates that were later declared removed, so update requirements reject otherwise valid upgrades as too old. Restore those legacy post-updates as documented no-ops so affected sites can register them during update, while sites that already recorded them remain unchanged.
