Issue #3516958: Update CI image registry (_CONFIG_DOCKERHUB_ROOT) to gitlab.com registry instead of dockerhub

Changes the image registry to gitlab.com drupalci env repo: https://gitlab.com/drupal-infrastructure/drupalci/drupalci-environments/container_registry/

mitigates rate limit issues, we are migrating off docker hub.

All production tag images have been sync'd over to new registry, dev tag are in flight but that is less important in this moment.
