Issue #3630630: Run the page_attachments hook before the provider submodules

Fixes #3630630.

In 4.3.0 the page_attachments hook was moved to FontYourFacePageAttachmentsHooks with order: Order::Last. The provider submodules (local_fonts, google_fonts_api, ...) still implement the hook procedurally and read drupal_static('fontyourface_fonts'), which only this hook fills. On Drupal 11.4 they run first, see an empty list and attach no font stylesheet.

Order::First makes the list available to them. Checked on Drupal 11.4.11 with fontyourface 4.3.1: before, no local_fonts/*/font.css or Google Fonts <link> in the page head; after, they are back.
