flags_language: Fix language switcher block styling (bullets, alignment)

The language switcher block rendered with default

    bullets and a float-left flag, leaving the flag and link text misaligned. Add a dedicated flags_language/language-switcher library scoped to .block-language so it does not affect generic .flag usage in field formatters or widgets.

    • Reset list-style and margin/padding on the switcher's ul.
    • Use inline-flex on .language-link with a small gap so flag and text share a baseline.
    • Override .flag float and vertical-align inside the switcher.
    • Swap the library attached in hook_block_view_language_block_alter from flags/flags to flags_language/language-switcher (depends on flags/flags so the sprite is still loaded).
