I think this MR has several file_delete patches combined into one,

Could you extract out code specific to the bulk action??

Also, great idea. I think the submodule makes the most sense since it has a new module dependency.

Hey! I have added code for only bulk action and removed the line core: 8.x as it is not mandatory for D9 compatibility. Please review the code and let me know in case of any changes required.
