Add Drush command: fastly:upload-vcls

  • Updates drush.services.yml to additionally inject the Fastly VCL Handler service
  • Updates src/Commands/FastlyCommands.php to:
    • Instantiate with the additional Fastly VCL Handler service
    • Add an uploadVcls function with Drush command annotations, which invokes the VCL Handler service's execute() function

The Drush command includes the --activate flag to parallel the UI form option, which activates the new version after upload.
