refs #3481970: make the title modification optional.

I'm not so sure about the double negation ("check this toggle to disable the default title automatic edits", instead of "check this toggle to add (opens in a new window) on the title attribute"). This way though, it's easy to upgrade and add the feature. So let me know what you think.
