#3502764 Hover on global regions

  1. Non-empty global regions are now visible when hovering on them in the preview and in the layers panel (when not focused into a specific region).
  2. Hovering regions in the preview higlights them in the layers view and hovering in layers shows the outline/nameTag in the preview.
  3. Double clicking a region in the preview now focuses that region.
  4. Double clicking the greyed out portion of the preview when focused on a region will navigate back out to the content region.
