#3500020: Ensure base path is available in client app for including static assets at runtime

Solution based on https://www.drupal.org/project/experience_builder/issues/3500020#comment-15975512, where we pass in the path to the wasm file from /dist/assets when the app is in production mode so it uses the correct URL when fetching the file.
