Resolve #3525813 "Move dynamic components"

Closes #3525813

1. Dynamic components dropdown removed from Topbar

2. Dynamic components are now shown, still organised by category, in the Library

3. Added loading state

4. Added fix for long component names causing the Library panel to scroll horizontally

   

5. Added fix so that items in the library remain in "active/hovered" state while the context menu when it is triggered from the ellipsis button

   

6. Added UI for when Accordions in the Library are empty.

   

7. Added shadow to the component preview tooltip/popover thing to match the Context menu and make it stand out against white area in the preview.
