[3623543] Add Drupal 11 compatibility while retaining Drupal 10.3

Summary:

  • Set Entity Activity 2.x compatibility to ^10.3 || ^11, removing Drupal 9 support.
  • Run the DrupalCI suite on the exact Drupal 10.3 minimum and current Drupal 11 in both document-root and /web layouts.
  • Remove obsolete Views argument defaults and document the supported test matrix.
  • Keep the blocking lint and 80% coverage gates introduced for 2.x.

This change is intended for 2.0.0-beta2; the immutable 2.0.0-beta1 release remains Drupal 10-only.
