refactor: #3618244 Keep the drupal-libraries sync script in the recipe

Keeps scripts/drupal-libraries-sync.js in the Educare recipe.

What this does

Restores scripts/drupal-libraries-sync.js, which was removed alongside the Drupal CMS wiring script in MR !39. Restored byte for byte from ff3b7a2.

Why the sync script is not part of that wiring

Varbase Starter ships the same script, and the workspace builders copy it into a project when the base has no mechanism of its own for the front-end libraries. Removing the wiring script was right; removing this one with it was not.

Note on this merge request's history

This merge request previously carried the "Move the Varbase Patches requirement into the Drupal CMS wiring script" change. That change reached 1.0.x through MR !39 (merged)'s squash commit 3ce017b, which left this merge request empty, so the branch was reused for this follow-up on the same issue rather than opening a third merge request.
