ci: #3616081 Merge the per-suite test reports into one Create reports pipeline job

Adds the report stage with a 📊 Create reports job, mirroring the Varbase Project pipeline. Issue: #3616081.

• dependencies (not needs) pulls the artifacts from every Automated Functional Testing matrix job without gating on their success, so failures are captured in the report too.
• jq -s 'add' merges the per-suite cucumber JSONs into one cucumber_report.json.
• The harness's report generator builds one combined HTML + PDF (educare--<ref>--automated-functional-testing-report--<date>--<time>), kept 30 days.

The per-suite reports the matrix jobs build stay as they are; this adds the single roll-up view on top.
