fix: #3614489 Correct heading order on cards and remove FAQ placeholder headings

Fixes the axe-core WCAG 2.4.6 heading-order violation found across the Educare site template (homepage, /programs, program page, news article, /events, event page, /about).

Decouples heading LEVEL from visual SIZE, size kept via a text-size class:

• canvas.pattern.threeactionscard.yml, canvas.pattern.eventlastrow.yml, canvas.pattern.stories.yml: card heading levels h5/h6 -> h3.
• canvas.page_region.vartheme_bs5_educare.footer.yml: footer heading level 4 -> 2, text_size: h4 kept.
• /events "Upcoming Events" heading: level 3 -> 2, text_size: h3 kept.
• canvas.pattern.faq.yml and the affected content/canvas_page/*.yml: removed 24 placeholder "Your heading goes here" FAQ headings.
• recipe.yml updated to match.

Verified: axe heading-order is 0 across the 7 affected pages on a fresh install; card/heading visual sizes unchanged; gitlab-ci-local green on this repo.
