upgrade the info file

Just added ^10 in info file & PurgeConfigurationsForm.php line 161 system_sort_modules_by_info_name is deprecated in drupal 10. So instead of system_sort_modules_by_info_name using Drupal\Core\Extension\ExtensionList::sortByName() service. Ref https://www.drupal.org/node/3225999 #3411296
