Migrate Document guide and page Organic Group content

Closes #3492285

Add process plugin for migrating organic groups to entity reference fields. Use the plugin to migrate the document group OG content into an entity reference field.

To test:

  • refresh migrate module
  • run the documentation guide migration with updates
  • run the documentation page migration with updates
  • the og_group_ref_documentation field should be populated with the content from organic groups
