Issue #3280742: Support Tugboat config file at Drupal core

Closes #3280742

This approach will support existing pull requests where there is no config at core and new ones. In follow up merge requests we could remove the drupal condition, add Tugboat to the rest of the branches, and finally remove https://github.com/TugboatQA/drupalorg.
