Issue #3497026: Hide previously installed recipes during installation

Darren Oh requested to merge issue/drupal_cms-3497026:3497026-hide-applied into 1.x

If the installer fails while applying recipes, the next time the installer starts recipes that were previously applied are not shown on the recipe selection screen. If the installer failed after applying all recipes, the recipe selection screen is skipped.
