Add custom action for AI Providers

This takes care of adding a custom action to ask for API keys for OpenAI and Anthropic when applying the recipe.

In the terminal it will look like this:

I have also made a change to who will see the Chatbot - since the agents are the important part and only the Admin or a user with similar priviliges for Fields, Taxonomy and Content Types will be able to ask them to do manipulations, it should only be shown initially to administrators.
