issue 3473241:include a setting for excluding tags and add core to exclude html tags during trim

This MR adds a setting "Exclude HTML tags from trim length" to control whether HTML tags should be excluded when trimming the text.Based on the setting, either include the HTML tags in the trimming or strip them before applying the trim.
