Update file LanguageNegotiationUrl.php

Closes #3424720

In this fix, the domain is only added to the outbound URL if it's different from the current request domain. If the domains match, the method returns early without modifying the URL further. This should prevent unnecessary addition of the domain to outbound URLs.

Appears out of scope for this issue.

Yes, it appears so! But after fixing this issue, this test started failing. That failure was actually a success, as the comment indicated that the test had been adjusted to account for a bug in another issue.

So, I guess we've at least partially solved that issue.

Still not a fan of out of scope fixes so will leave this one for now.

I don't think this is out of scope - the test installs language module and sets up language negotiation.
